Ingentia Energies Limited is seeking an experienced and highly competent Pipeline Operations Manager to oversee the planning, construction, installation, commissioning, integrity, and operational activities associated with the company’s oil and gas pipeline infrastructure. The successful candidate will be responsible for ensuring that pipeline projects are executed safely, efficiently, within budget, and in accordance with approved engineering specifications, regulatory requirements, environmental standards, and industry best practices. The role requires strong technical expertise in pipeline engineering and construction, contractor management, regulatory compliance, HSSE management, community engagement, and project delivery.
Responsibilities
- Supervise all phases of oil and gas pipeline construction, including route survey, trenching, welding, coating, lowering, backfilling, hydrotesting, and commissioning.
- Ensure construction activities comply with approved engineering designs, project specifications, and industry standards (ASME, API, ISO).
- Monitor contractors’ performance to ensure work is delivered safely, on schedule, and within budget.
- Coordinate with engineering, HSE, QA/QC, and community relations teams throughout the project lifecycle.
- Conduct site inspections and progress reviews; prepare construction and status reports.
- Resolve technical and construction challenges encountered during pipeline installation.
- Identify, obtain, and manage all permits, licenses, and approvals required for pipeline construction and operation in Nigeria.
- Liaise with regulatory agencies, including but not limited to:
- Nigerian Upstream Petroleum Regulatory Commission (NUPRC)
- Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA)
- Federal Ministry of Environment / NESREA
- State and local government authorities
- Coordinate Environmental Impact Assessments (EIA), right-of-way (ROW) approvals, and land access permits.
- Ensure compliance with the Petroleum Industry Act (PIA), environmental regulations, and HSE standards.
- Maintain accurate regulatory documentation and ensure timely renewals and submissions.
- Ensure strict adherence to Health, Safety, Security, and Environmental (HSSE) policies and procedures.
- Support community engagement activities related to right-of-way access and construction activities.
- Address regulatory and community issues that may impact construction progress.
Requirements
- A minimum of a first degree in Engineering (Civil, Mechanical, Pipeline, or Environmental preferred).
- MBA or Master’s degree in a related discipline is an added advantage.
- PMP or equivalent project management certification.
- NEBOSH / IOSH / OSHA certification.
- Environmental compliance certification.
- Pipeline integrity or construction certification, where applicable.
- Six Sigma or process improvement certification.
- Minimum of 10 years cognate experience in Pipeline Engineering.
